Could you kindly please let me know if the decal can be placed over texturing on a wall?

This would depend on the texturing and how rough/bumpy it is. There are certain surfaces that may be too textured that may not bond well to the adhesive. In these cases we recommend an off the wall application such as placing on glass or decorative board in a frame, a pained board/plaque, or canvas. I have also had customers place vinyl expressions on furniture such s a crib, head/foot board, table, etc. I have purchased floating frames (2 pieces of glass) from a craft store and attached expressions to the glass...it looks great and makes a great gift. Please note that in this photo the customer purchased 3 expressions. P.S. This expression would probably work well on a slightly textured wall b/c of the nature of the expression.

does anyone know where the stars on the wall came from?

The stars don't appear to be decals although star decals are available on my website: http://jeand.uppercaseliving.net The stars might me made of fabric. If you like the look, I'd buy some felt and simply cut out stars.
