Yes. 1) provide as close to ideal cultural conditions as possible and some back-budding will occur during summer. IDEAL means the tree will be outdoors in full sun and getting plenty of air movement. It won't be over or under-watered, and it will be provided nutrition in the luxury range (lots of fertilizer, but not too much)

2) you can force back-budding by notching, if it's done properly

3) severing the trunk of a healthy tree at the right time of year (early summer) will force back-budding immediately proximal to the wound location.
