Are you referring to the paint, or what's under the paint?

That is blue paint that is peeling.

It looks to me like the base paint is blue and holding up well, but the beige compass painting (on top of the blue) is what's peeling, right?

Let's have some photos taken from a little further back so we have some context.

That's really cool; I see why you want to replace it. Sorry, but I have no idea what it is.

Have you thought about trying to get in touch w/ the prior home owners? Maybe they will know/ remember if they installed it.

If all else fails, you can buy a Mariner's Compass indoor/ outdoor rug. None that I saw are as cool looking as what you have though. :-(

Yes @party_music50 that is correct. The gold/beige is peeling on the top. Here is another photo. Old owner is not sure what the material is unfortunately :( thank you everyone for your thoughts and support!

The blue paint underneath is in great shape. It’s the gold/beige superficial surface that is peeling. I don’t think it’s paint though. It’s something different but not sure what.

That is a textured elastomeric deck coating. There are many brand names - Gaco Deck, Saf-T deck, Superdeck, etc. Its peeling up because of poor surface prep before it was applied.
