Austrocylindropuntia shaferi (UPDATE in comments)

Long shot but why not...

I've had an Austrocylindropuntia shaferi cactus for a few years growing in the same small pot. The cactus used to be sturdy and it's arms supporting themselves. Recently, the arms are sagging and mostly laying on the ground. It still has a fresh green skin, so it hasn't died. But what might remedy the droopiness?

Any one familiar with growing cacti on pots and have insight on giving this some new internal strength?
