How Should I Prune This Recovering Leonotis Leonorus?

I have a pair of Leonotis leonorus (aka Lion's Claw), that I planted last year in the gritty mix, in the full sun. They could not handle this location and soil, and they dried out and died back to just bare stems. I planted them in a more moisture-retentive - but still well-draining - soil and put them in the shade, and they are now fighting back. The extremities are showing strong leaf development, but one of the plants remains very leggy on the bottom. In the two sections of the photo where I circled in red, the frail thin limbs are bending over towards the ground, unable to support the weight of the developing leaves. Should I prune these failing limbs off the plant? Is there any chance that the leggy portions will start to show leaf growth over time?
