Now is the time hostas are developing their root systems so I would get them planted now. As far as the landscape fabric, DON’T DO IT! I don’t know how experienced of a gardener you are, but if you lay it, one day you will be really sorry. Root systems get stuck in it. Plants and trees. I used it in a front bed probably 20 years ago, as a novice gardener and tho much has gotten literally cut and torn out over the years, there are still places where it got so intertwined with the trees ( which were just little arborvitae bushes at the time) that there is still black landscape fabric twisted around in the bed out front. The best thing to do for hostas is plant them, mulch them in good, not too close to the plant base and water them well. You never want to have to dig through fabric if you want to move a plant.
