Are the blue cabinets painted or stained? What color blue is it?

I love how these cabinets turned out. I have the same exact dated cabinets but this really updates it. Also what type of handled are those?

Thanks for your feedback! We used a satin brass 5 inch pull, it’s been a few years so we don’t have the brand recorded
