Measure the exact height of your wall to determine the number of stripes that will work and how wide each stripe should be. I suggest painting the entire wall white first (try Pure White by Sherwin-Williams). Then use a ruler and a level to mark-off the area for the blue stripes. Use a light pencil to draw the lines. Tape along the lines with painter's tape to mark the "blue stripe" areas, then paint in. A similar blue to try is Refresh 6751 by Sherwin-Williams.
