Is there an HOA with guidelines you must follow?

No.

Fruit trees can be a real PITA because if you don't spray for pests and do all the things you need to do to have them turn out edible and then pick them at the right time, the fruit falls off the trees, creating a mess in your yard that attracts insects, particularly bees. I suggest instead you plant something that flowers in the spring and has nice fall foiiage. I am not the right person to tell you what that would be in your area.

I think if you're going to do fruit trees, I would do them in the back yard and then focus on a garden plan for the front that is not messy, etc.

Many fruit trees and bushes do not require a regular spraying regime. Blueberries, for example, shouldn't be too much trouble if you have acidic soil. There doesn’t look too be enough space for more than one or two trees and a handful of shrubs and I wouldn’t try to grow too much under them If you want them to be productive. Alpine strawberries might work. And rhubarb could look striking. A simple rake can deal with any ’mess’.

I think i would go with an Ornamental pear and some blue berries along the side of the properties. Anyone got similar front yard, i would love to see similar setup

I think fruit trees tend to be rather attractive. Blueberries can have great fall color. I love fruit trees/shrubs incorporated into a landscape as ornamentals--is there any landscaping tree that's prettier than an apple? Nope! I wouldn't line them up like an orchard but the front yard is a fine place for some fruit trees.

What's a hubcap here? Typo or some kind of Canadian fruit I need to learn about? :)
