Your Dracaea is setting flower buds. I've never had that happen with mine - indoor flowering is always iffy - so I can't say what shape the buds are in. But you won't miss when it does bloom.....the fragrance can be overwhelming in a close space.

Congrats on your buds! It's normal for them to have sap on them. They will open into little blooms. I think they smell good, but some people don't like the scent. The tree that made these blooms usually blooms every year. When I take it out for summer, I choose a spot with several hours of morning sun. Needs to be in enough light for blooms to form. Your plant looks like it is near some nice, big windows. This had to come in early this year, almost a month ago, because of a freaky early frost.
