Los Angeles. Looks in full leaf to me!

Chinese elm (Ulmus parvifolia) perhaps. Don't know when the pic was taken, but sources say Chinese elm can remain somewhat evergreen in mild-winter climates. A closeup pic of trunk bark would help alot.

OK, that does NOT look like Chinese elm, or any elm I'm aware of. It's beginning to look like it might have compound leaves, so perhaps some species of ash? (Although the form does not look typical ash-like)

Possibly Fraxinus uhdei.

Good IDing above, form (below) and bark look pretty close to Fraxinus uhdei.
