Soil hardening to help level the ground

I need to harden very soft fine soil in the front garden to help with leveling the ground to stop flood spots when rains

I think you need to address the movement of water, not the soil. In my area, chipmunk and vole tunnels are part of the problem. Mulch is a good bet, too, unless you are a Brit and are talking about a lawn, not a flower garden.
