Pantry - How to maximize storage Deep, off the ground, kitchen closet

We have a deep kitchen closet that goes over the basement stairs. The problem is that the closet floor STARTS at waist height. There is a lot of space, but, it currently cannot be used because we cannot reach most of it. We need ideas for this that are economically viable. We would like to use it as a pantry to store groceries , food containers, plastic-wear, aprons, kitchen towels, etc. Can anybody help?

The dimensions are: 54 inches deep
57 inches high with a 41 inch opening
36 inches wide with a 23.5 inch opening
Starting about 38 inches from the ground
