Reminds me of both borage and viper's bugloss but I do not think it is either...
How tall is the plant? Are the leaves quire hairy, almost pickery? Does it smell like cucumber or even have a sort of fishy smell?

Is the blue accurate? Compare with Nepeta faassenii 'Six HIlls Giant' or other Nepetas.

Definitely nepeta/catmint...rub the leaf, it has a distinctive smell (don't like it at all).

It looks like Nepeta to me as well, although a particularly deep blue for nepeta.
