Can you help me identify this bush/shrub??

Every day I walk down a gravel road with my dogs. We live in the desert of Eastern Washington.

Growing alongside the road without any supplemental water is a bush about 3' x 3' . This bush is a beautiful green, despite the 100 degree f summer we have without rain. It has very tiny, white flowers with a fragrant, sweet smell. It also appears to spread as it has a couple shoots coming up within a couple feet of it. (I suppose this could be another plant altogether, though.)

Does anyone know what it is? I am guessing it is growing there because of a bird or other passerby. This isn't a bush I see growing wild otherwise.... (or, at least I don't notice it amidst the bland, beige sagebrush!)
