It's caesalpinia pulcherrima, sometimes called poinciana or red bird of paradise. It's a shrub, commonly grown in tropical and subtropical areas. It takes almost any amount of pruning and reblooms quickly. I have had one in a large pot here in Indiana for many years...it's not very happy indoors in the winter, but is glorious in a hot summer.

Over here, we call them Peacock Flower and it came in the form of 3 different colors: red, yellow and orange (your picture).
