Can be done. If you raise the barrel higher you can get more pressure. There is about 0.5 psi pressure per foot of elevation difference between the water surface in the barrel and at the first hole outlets in the hose. You will lose pressure as the water comes out of the holes in the soaker-hose as the water moves down the hose. The larger the barrel hose diameter the less loss in pressure down the hose(3/4"). If the hose can be placed in a downward slope away from the barrel the pressure loss will be decreased also. 1.5 to 2 foot per 100 foot slope downward is ideal for keeping the watering even along the hose length. I have two 90 gallon RB's and have found that the sprinkler type hoses work better than soaker hoses. The water takes way too long to come out of the soaker hoses and it comes out unevenly, ie, more at the end of the hose than nearer to the RB. My property is pretty flat and I have the barrells up on a single layer of concrete blocks.
