Unhealthy Carrotwood Tree

I have 4 Carrotwood Trees on my property and 1 seems to be unhealthy. It is producing significantly more seeds/fruit/berries than the others right now, the leafs are significantly darker and more ashy looking, the leafs are curled backwards, and the branches are much more bare. We also see that the branches are growing in a weird tangling direction and when cutting some branches back, some branches were strong while others seemed soft or rubbery. You can see in the photo the tree to the left is a happier Carrotwood Tree with a greener more lush look. Other than cutting it down, is there something I can do you bring this tree back? Does it need more/less water? Maybe some special fertilizer? Or...? Any advise would be greatly appreciated!

    We have been in a drought for several years. Give it a deep soaking (hose just on a trickle) for 10 or 12 hours once a month for the rest of the summer. No fertilizer.
