Start it inside now to give it a headstart. It won't like it one bit outside at this time of year in IL!

An easy way to start them indoors is placing them in a Ziplock bag with clean & slightly damp potting soil. My favorite is ProMix. It feels damp to touch as is; I didn't add any water to the soil at all.

Leave the bag open & keep it in a bright & warm place in the house.

I use all kinds of containers to start my tubers indoors: Ziplock bags, fruit/salad containers, 2 liter pop bottles, trays.... They are my litle greenhouses. :-) I leave all of my tubers in the attic. I have a very large east facing window and a couple skylights, so the attic is very bright duing the day.

If you don't want to start them indoors then put them in plastic grocery bags and place in a cool, area where it won't freeze until you are ready to plant or start indoors. You want to keep the air from getting to them so they don't shrivel.
