SANDY damage?

The picture shows our weeping alaskan cypress. It is approximately 11 yrs. old, last October, we had 4' feet of water on our property for several days as a result of ocean storm surge from Sandy. After the water receded, we were not able to get to property and address damage to our landscaping for about 2 weeks. I asked at a local garden center and they suggested to put gypsum around base of shrubs, trees to help neutralize salt water. Our tree has been turning brown since the storm. Lately, it is showing signs of greening and growth at lower portions of the tree but higher up it is brown and the foilage is falling off dramatically, ground will be covered w/brown foilage a day after cleaning it up. Any suggestions as to what the problem is and is the tree salvageable.
