succulent leaves drying out, soil is damp, and new growth???

I got this succulent earlier this year. I dropped it as you can probably see. But recently I noticed the leaves are drying out and falling off. BUT there is two new plants growing out of the stem as shown. I have no success propagating this succulent from clippings so I suppose it's just this type? Has this happened to anyone else? Also, can anyone ID this?? Weirdest thing I've experienced with my succulents!

Im not knowledgable enough to really help, but your issue reminded me of this thread, maybe you'll find some useful info in there?

It would appear to be Echeveria shaviana. It is normal for Echeveria, as they grow, to lose their lower leaves. This particular Echeveria is a slow grower. It is also normal for it to produce pups or offsets from the base or stem. It requires lots of sunlight to maintain its tightly clustered head.
