Yes It is positivelly a fig.It needs TLC.
Clean all debree,and weeds around ,and put a couple of bucketsfull of compost or manure at base.
Let it grow any way it wants to grow this year.
Next Spring,before it leaf out,prune and make the shape you want.Peace

To me it seems to be really trying to get into some sunlight, the way the branches are developing. If you have a sunnier location it might benefit from transplanting next dormancy.

IMHO, I would trim the largest limb on the left. The limb is too long in proportion to the rest of the tree and it does not benefit the tree. In addition, check to see how much sunlight you are getting in this spot. Since I see ferns at the foot of this fig I am inclined to wonder if this tree is gangly because it is not receiving enough light. Depending on your location you may want to consider moving this fig to a better position. Yadda out.

- I don't know if the fig was intentionally planted but suspect probably

- It used to be in more shade but several months ago the neighbor cut down huge trees over on his side of the fence, making it substantially lighter where the fig is.
