I'm assuming that these are the shorter, creeping phlox that used as a ground cover, right?

If so, it's not unusual for these shallow rooted perennials to droop a bit after transplanting, especially if the new bed has not been well prepared or if they've not been well watered ---- although sometimes creeping phlox can just droop from too much water. We've had several rainy days and my creeping phlox look sad and tired now. They'll perk up when the sun returns and it dries a bit.

Another thought is that new plants from the nursery are often blooming ahead of schedule and therefore may finish blooming ahead of schedule. If this is the reason, and only problem, they will be fine next year.

I agree with Molie that these have been looking a bit sadder with the recent weather.
