Looks like it might be Mealy Bug. Does it come off easily? It's a small sap sucking insect that covers itself with white fluff which gives it some protection. Check the undersides of the leaves and around their bases, they hide in all sorts of nooks and crannies. They crush easily and can be hosed off.
