Tropicals not blooming in the tropics

I am located in Northern Colombia a few miles from the Caribbean. The temperature rarely goes below 70 and highs normally high 80Âs to low 90Âs with high humidity. Soil is sandy and drains quickly. For the tropics the variety of plants in the home garden is very small. I am having problems with these plants not blooming and I am not sure what the missing ingredient is or if the high night time temperatures prevent blooming. I fertilize using 10-30-10

Some example of what does bloom: Hibscus Rosa, Tibouchina Grandifolia, Ixora, Allamanda, Quisqualis Indica, Tabernaemontana, Jatropha integerrima

What wonÂt bloom Mucuna Bennetti, Pyrostegia Venusta, Thunbergia Mysorensis.

Senecio Confusus gives me one showing per year while in South Calf I got more. Adenium obesum gives me a week showing.

Mandevilla x amoena 'Alice du Pont' dies all the time

So any ides would be helpful.
