There really isn't anything you can do to that floor to make it better. Anything you throw on top will not hold it together, as the weakest part of the sandwich you try to make will be the fragile coat that is delaminating. I suspect that the former owner attempted to apply finish over a waxed wood floor or over some other contaminant that interfered with proper bonding.

If you don't like the way it looks, you could roll out some cheap carpet and walk on that for a few years.

Your parquet may be solid or engineered. It needs to be professionally refinished by sanding and then applying the finish materials of choice. Hire someone who gets great results with parquet... It requires the proper tools and the skill level necessary to pull it off.
