Are you saying that your panel is simply so old that you can't find replacement breakers? I find that hard to believe. There are breakers out there someplace. If the panel and wiring inside are otherwise in good condition, forget the big box stores and go to an electrical supply house for breakers.
Or are you saying that your electrical service capacity is inadequate? If that's the case, then you most certainly will need an electrician and/or an electrical permit and inspection. A service upgrade typically is NOT a job for even the most skilled DIY'er.

Call a licenesed, QUALIFIED electrician to replace your panel.

You're going to pull your meter, hope the elec co meter reader doesn't notice and jam some non approved main into the panel. Yeah, it'll work, but you really shouldn't.

proge, I can't figure out what you're dealing with or why you're having any kind of confusion.

If you pull the meter out of the socket, there is no longer power "from the meter", and you can replace the panel... unless you're talking about some case where the meter is built into the panel, in which case you need the power company involved.

I don't know what state you're in or who your poco is. Here, the power company will come unhook your power at the pole and reattach it several hours later, at no cost.
