We purchased two Lee industries swivel chairs (model 3907-01) over the summer. The lead time for custom upholstery was about 8 weeks. We used a Duralee fabric for COM and added a hem detail in a different fabric, which also added to the cost. They have a smaller profile and are very comfortable. The cushion fill is down but they have other options if you are allergic.

You might look for used furniture. I love the chair I got in my bedroom...it came with the ottoman and was a real bargain. Even after reupholstery...which takes less time than ordering new...it was several hundred dollars less than if I bought new. Further vintage pieces can be smaller and in better scale for older homes with smaller rooms. So much of new furniture these days seems to be sized for oversized people in oversized homes....but for me, bigger is not always better...

C.R. Laine furniture is made in Hickory, NC. We purchased a sofa from them. The furniture is very affordable, and they carry a few swivel chairs that were small in size. I sat in this chair and was surprised at the comfort. Here is a link to their website.

I'm not sure how the price compares to PB, but I have looked at the smaller recliners at Room and Board. Great quality, made in USA and if you deduct the price of an ottoman, which you woldn't need, may be affordable. (Oh, and they were comfy and didn't look at ALL like a recliner). The Harper low back is the one I am considering. They have many more fabric selections besides what is shown here.
