Are they letter stickers? Are they painted on with a stencil?

they are from a company called "What is Blik" in Venice, CA. They are applied with a film that peels off (like a bandaid) and then a rolled over with a firm plastic tool to properly stick them. The company makes custom as well as ready made decals.
