I have a tile floor now since carpet was ripped up after a flood. I am hoping to find the best products that hold up well if it floods again.

Whatever was under your carpet held up well.

tile usually is the best option for water as the water will just stay on top of it, you will just need soak it up. Other option is to leave the concrete, and paint it. In any case area rugs will be needed in the areas you use most.

I have rare occasional seepage with a combo of spring rains and flash flooding. It doesn't happen often, but enough that we are currently tiling the entire basement - then if the water gets in we can just shop vac it up.

Vinyl planks are waterproof, but the adhesive can break up and the floor will ned to be relaid.
