Water in my office, first floor, Need advise please!

I have trouble fixing a leak thru my office wall. I have put in a french drain thru out the length of the outside wall to no avail. We had a terrible rain storm causing the gutters to over flow, or to sheet water over the gutter directly in the area of the french drain. I am installing a new gutter,much larger to correct this problem, hopefully. How would I waterproof the area below grade to increase the safety of the water proofing . I am at a lose on how to continue.
