I wish I knew. I recently cut some similar growth off of a newly acquired Lavender Lassie. The curled leaves were new growth and some had brown, crispy edges. The rest of the plant looks very healthy. I have sprayed only with water.

I looked for a long time Friday trying to find a cause for the leaf puckering. I have seen photos of leaves that have been fed on by eriophyid mites and they cause puckering like that. If this was my rose I would be thinking some type of virus or anabolic disorder.

I’ve seen this in perennials but not in a rose. In a perennial I would discard the plant right away. But I do not know what to say or do about it in a rose. My deepest apologies if you have been offended. There was a time when there were so many people on here. There would be an expert for nearly every situation. Even occasional free legal advice from those who were lawyers. But those days are gone I fear.

The only other thing I can think of is spring dwarf disease. You might look that up and see what you think. I did not mention this as it seemed out of season.

I think that leaf distortion is a chemical reaction. Do nothing for now other than continuing good care, and see what comes next. Too many unknowns just yet to take any action now. Time will tell

To control mites try spraying the under sides of all the leaves on the bush with a moderately forceful spray of plain water every 3-4 days for about 2 weeks and the mites should be well under control. Avoid too much water force on newer emerging leaves so as not to damage them. The older, tougher leaves can take a more forceful water spray. They are the more heavily mite invested leaves.

Mite damaged leaves will still look spotty, but careful examination should show no mites moving about. Those damaged leaves if still somewhat green are still feeding the rose bush. Remove them only if they look horribly useless to the bush.
