What causes yellow roses on new growth?

My Teasing Georgia has developed some bright yellow, almost white, leaves at the tip of some of her new growth. She has some healthy new basals that look fine, and some of the other growth is OK. I’m assuming this is some sort of nutrient deficiency? Could it be ironed? I’m still pretty new to all of this, so I would love help! Thank you in advance! :)

It was a band size last summer, and all of the yellow leaves are on the old Twiggy growth. Maybe it’s just aborting the stems since it doesn’t need them anymore?

We have alkaline clay that is well amended with compost. Not sure of the exact pH. I just know it is alkaline because my hydrangeas bloom pink :)

Our clay is pretty sticky, so I doubt it is a magnesium issue.
