I don't know if Texas sage is fragrant, but it tolerates heat and light.

Provided you have decent irrigation and are able to water as needed without restrictions, there are lots of plants you could grow that will provide both flowers and fragrance. Here are a few to get you started but this is by no means a complete list :-)

Osmanthus fragrans - sweet olive

Aloysia virgata - almond verbena

Michelia figo - banana shrub

'Chindo' viburnum

Trachelospermum jasminoides, Confederate or star jasmine

I used to live in Fort Worth... I had a Texas mountain laurel, it smelled wonderful when it bloomed! I also had a nice rosemary bush that I kept closely trimmed/sheared so it looked a little more formal. Hummingbirds loved my black and blue sage and it always came back reliably.
