You might contact Heirloom Roses - they are just South of Portland. I don't know if they grow LV, but they have HUGE display gardens, so they might.

I can't imagine Le Vesuve being 3 x 3 anywhere, since it's a very spreading bush. Mine aren't all that high, 3-4 feet, but one is at least six feet wide, and the younger one is trying for that, except it's hemmed in on one side by another tea. However, I should mention that Le Vesuve in one tea that really likes the warmth and sun and wonder whether it would do well for you. Hopefully someone close to your area will respond.
