Starting Seeds - Newbie Question

I have searched the forum, but haven't found an answer. Saturday I soaked my seeds 2 hours, put them in a soilless mixture of perlite and grit, laid the seeds horizontally and covered them with a bit of sand. This morning, I misted them with water, but now the sand has sifted down and the seeds are exposed. Do the seeds have to be covered?
My husband built a seed propagator for me, it is a night light in a box, which warms the soil and seeds. It's holding about 92F, is that too warm? I can cool it down if it's too warm.
