Suggestion: a rambling clematis.

Looks like a bush clematis, c. heracleifolia

Definitely a shrubby clematis of some sort. Mine is supposed to be Clematis stans. It's a paler blue, although I gather they come in several shades of blue - and white I think. Hummingbirds like ours, so watch to see if they like yours....

The c. stans flowers on my plants are more loosely spaced and less bunched than the blooms of my clematis heracleifolia. A closer photo of the blossoms will help.

This year I planted a C heracleifolia and it has bunched blooms that look a lot more like the OP's photo than woody's. But I have just the few months experience with the plant, and have never had C stans. to compare. But I really thought it looked like my C heracleifolia.
