I have a similar toto, the shutoff is easily accessible. You should be able to find a PDF of install instructions online.

Here is Florida the code requires for the shut off valve or water supply to be exposed and located on the left hand side. When renovating a new bath, and a skirted toilet was selected, the shut off valve is moved over to the left by a couple of inches. We do this because shirt part of the toilet will not fit into place otherwise.

I recently was looking at this model for a client ... below is a link to view the manufactures specifications. See look at the 2nd page to see the recommended shut off valve location. It is referred to as "SUPPLY AS REQUIRED (position 1 or position 2)".
