Pond pump overheat

Hi,

Not sure if this is the right forum to ask questions on pond pump. If not sorry.

My pondmaster pump (4000GPH version) keeps overheat and shuts down in 5-10 minutes. I cleaned it to no avail. I do notice the covering/seal (if that is the right name) on the rotor/impeller part starts to peel off. I wonder what could be the problem? Is overheating because of the rotor peel off or motor problem?

Also the power is kind of weak during the few minutes it is running. I don't really know how strong it is supposed to be, but comparing much smaller pump on youtube I find it is not like a 4000 GPH pump.

Any suggestions are greatly appreciated. I need some direction. The rotor replacement is around 50-60 on ebay but I don't want to spend the money if that's not the problem.
