It appears to be a white leafhopper. There are so many different species of white leafhoppers that I’m not sure which one you have there. I do nothing to eliminate them. Nature seems to deal with things better then pesticides.

I'm in the Pacific Northwest, zone 8 also and I'm seeing a lot of leafhoppers in my garden too. Just one of those regular mid-late summer occurrences. They seem to do little to no damage, which is good as I almost never spray, and won't use anything stronger than insecticidal soap.

A leafhopper it is, related to the exponentially bigger cicadas...unbelievable! The damage they do by sucking leaf juices is minimal, but appears as little pale green/yellow dots on the leaves. They are just a small annoyance, no control of them is needed. Pardon my simple mindedness, but they are amusingly charming little buggers to me. Happy to find one on a rose leaf, and hop away it goes in a flash. They're not called leafhoppers for nothing.
