Just re-surface the tub once a year until you want to renovate the entire bathroom. Then get a new tub.

Oh goodness, don't remove the whole tub because the shoddy surface came off.

Just have the tun guy come back and do it again, and leave instructions for the tenants to use only the appropriate cleaners and scrubs (using the wrong stuff can wreck these surfaces). The surfaces only last a couple years or so, and sometimes come up much quicker.

We had this issue at our apartment - tub was this glorious 100-year-old cast iron monster that they periodically resurfaced. First one we wrecked because we weren't told to not use Comet and abrasive scrub brushes. Second one started peeling after a few months, probably because it wasn't thick enough. At least we were told what cleaners to use (Soft Scrub) and not to use the second time, so that time around it was an installation problem.

Another option would be a molded drop-in inset liner for the tub. We looked at a house with one of these. Owners had gotten tired of the constant resealing and got some sort of fitted liner made for the tub. It's MUCH more permanent than the sealing coat that always peels. Unfortunately, I don't remember what it's called.

Ditch the tub. Sounds like it's time. Yes, resurface is total BS..... unless it's a tub never USED.

It depends on what's applied to the tub. I ground some epoxy spray stuff off a Corian countertop and lost my butt on that job. That stuff would never have come off a tub. Ever.
