How should I start my in ground garden this season?

I am fairly new to vegetable gardening. We have an in ground garden about 17' by 16'. Last year we planted two tomato plants (Sweet 100s and Early Girl). Both of them thrived! We also planted sweet peppers and cucumbers. Those didn't do so hot. I feel I am more prepared for our climbing veggies this season. We are planning on a couple tomato plants, lettuce, kale, spinach, cucumber, carrots, summer squash, snap peas, parsley, oregano, basil, cilantro, and mint. I'm more excited than anything to see how this goes.
Since this is already a pre-existing plot, I'm looking to add more nutrient soil. I don't want to spend hundreds to add more though. I asked someone at Home Depot and he said I could get by with a few bags of good soil mixed with top soil. Does anyone have experience with this and suggestions on how much soil is necessary? Thank you!
