Two little Pomelo trees with problems, need help!

Hello,

I have two little Pomelo trees that I've planted from seeds, they're now about 15 months old (pictures below).

Two weeks ago I have changed their place on the balcony where they can get more sun, but they started to have white spots and white strips along the leaf edge (on some of the leaves not all).

I've changed their place again to a less sun spot, the whiteness stopped, but they're not growing anymore.

Another problem, Scale Bugs. I've cleaned them several times but they keep appearing on other leaves, hatching more new bugs.

I was planing to plant them in the ground but because of the lockdown I couldn't go to our farm to do so.

My questions are:

1. Is the whiteness due to sunburn? or other reasons?

2. How to get rid of scale bugs once and for all?

3. Can I plant them now in the ground or is it too late? When is the right time to do so: early Autumn or early Spring?
