Soaking a bare root iris before planting?

How long do you soak it? It's been dusted with fungicide. It's very dry looking but some knobs are obviously alive.
Also, this piece looks like a hand or a wrist with a few fingers. Some parts are collapsed looking.
Should I be cutting it up into sections, or removing the collapsed parts?
