Hi, we had some landscaping done in 2017 when I was expecting. With baby and working, I did not really take care of the garden and my hubs neglected the roses. Last year, I started taking an interest in the roses. They had rust spots, aphids you name it. I had probably done the wrong thing but pruned this one down extensively, expecting it not to grow back but it did. But grew back like this. I’ve looked at dozens of pictures online but I can’t tell what’s wrong. I am waiting for a new moisture meter but there has been a tendency waterlogged due to copious mulch and underlying clay soil (below about 1/2 to one foot garden store topsoil). Could this it? Or is it a fungal infection?
