installing kitchen faucet to marble countertop-HELP

I have a question re the installation of a faucet for a stone countertop with no deckplate. The faucet came with a rubber washer but the manual does not indicate where the rubber washer goes. It just shows where to install the metal washer and nut. Does the rubber washer go on top of the metal washer directly underneath the counter? My counter crumbles easily. Would this rubber piece protect the underside of the counter when installing the washers and nuts with the screws?


Second question was with regards to the faucet base moving around when faucet is being used. With my last faucet, the faucet base on top of the counter loosened up a month of use. How can I prevent this?
