From what I can see in photo's. If they are white bugs. Could be aphids and then want to treat with a mild a solution.
In the first photo, it looks as if the caudex is shriveling and at the base (soil level) it seems quite shrunken. This could be a sign of collar root issues, but I cannot be absolutely sure from what I am seeing.
The second photo shows a bit of the same to me.
Is the soil wet?
I wish I had more conclusive advise, Chuy.

For Mites and Aphids. I have used Brian's (UK) mix:
1 Tablespoon liquid dish soap
1 Tablespoon olive oil
1 Litre of water
Mix and sray plant completely. If you keep it in a sunny location. Take away and spray, leave for 1-2 hours, then spray with plain water. Mine are not in hot sun at this time, so I do not rinse off. Will burn leaves if left on in sun.

I have also used a product here called Safer's End-All and I do not use it in the full sun either and have had no issues with burning to date.

Rick- thank you so much for the suggestion. I will try it first thing in the morning and keep away from sun. This week has been in low 80's so I will definitely keep in shade. Hope these bugs don't completely kill my seedling. Thanks again.
