I am new to roses, so this year I planted 2 Double Pink Knockout since they are considered easy to care for. I planted them in early June, just before the month long rain and cool weather set in. Examining them today, they seem healthy enough, there is new growth, but there are a few weird things going on.

First, some of the leaves have whitish spots on them. Secondly, some of the new flower buds are dried up, as well as part of the stem, so they never even open.

Is this caused from too much rain rotting the forming flower buds and staining the leaves?

Any advice most appreciated.
