If new growth is just one single cane with wrinkled leaves from each nod, then its just new growth & eventually will straighten out. I have had wrinkled leaves before, they are just trying to emerge & maybe having a little difficulty but with warmer weather, all will straighten out.

I thought it may be Rose Rosette Disease, but probably is not. Rose Rosette sends mutiple canes twisted from each nod & way overly thorny-very strange looking if younlook at online photos. Your plant is probably fine-just needs to grow through it & warmer weather will help it eventually grow evenly well.

It can also be from changes in the weather. I would wait and watch. I have a few roses doing something similar but our weather has dropped to low 40s and jumped to the 70s.

Possibly chilli thrips? But could also be normal new growth.

I agree to wait and see. Having battled RRD for decades, it can manifest itself in thousands of ways. The only common attribute is the growth just doesn't look right. The difference is RRD never becomes more normal looking.
