Can someone ID this mark I searched and researched for two days, no luck. Any help is truly appreciated Thanks

could the mark contain the Norwegian flag? And what is that impressed or raised mark with no color?

I looked in my marks books & didn't find it. It could be Norwegian or the English used reindeer in several of their marks & even 1 from Bavaria, Germany. Not much help I'm afraid.

I enlarged as best I could (sorry, couldn't avoid some blurring). Looks like a reindeer pulling a sleigh with two holly leaves in front of reindeer? I just can't figure out what the circle is at the tip of the reindeer's nose.
Number "15" off to lower left?

Maybe that's supposed to be snowflakes instead of holly leaves?
